Papum Pare emerge overall champion
Panchayat Krida aur Khel Abhiyan concludes

ITANAGAR, Jan 14: Papum Pare with total 15 gold, four silver and equal number of bronze medals emerged overall champion in the first ever Panchayat Krida aur Khel Abhiyan (PYKKA) games which concluded at Sangey Lhaden Sports Academy playground, Chimpu near here this evening.
West Siang finished runners up with 3 gold, six silver and as many bronze medals to their credit while the third place went to East Kameng (1 gold, 8 silver, 4 bronze). Papum Pare notched up 97 points, West Siang 46 points and East Kameng 42 points.
Upper Siang stood 4th with 32 points (4 gold, 1 silver, 4 bronze), Lohit stood on 5th position with 30 points (2 gold, 4 silver, 3 bronze), Lower Dibang Valley stood on 6th position with 25 points (3 gold, 1 silver, 2 bronze), Tirap on 7th position with 21 points (3gold, 1 silver, 1 bronze), West Kameng stood on 8th position with 24 points (2 gold, 2 silver, 2 bronze), East Siang on 9th position with 18 points (2gold, 1 silver, 1 bronze), Anjaw on 10th position with 10 points (2 silver, 1 bronze), Dibang Valley on 11th position with 8 points (1 silver, 2 bronze), Lower Subansiri on 12th position with 13 points ( 3 silver, 1 bronze), Changlang on 13th position with 8th points (1 silver), Kurung Kumey on 14th position with 7th points (3 bronze) and Upper Subansiri on 15th position with 7th points (1 gold, 2 bronze). Tawang did not take part in the competition. Anjaw and East Kameng shared the honour of best organizing district of PYKKA games at district level.
Earlier, West Kameng defeated Lower Subansiri by solitary goal in Boys football final. The all important goal was scored by Tamo Bida few minutes before the final hooter.

Parliamentary Secretary Sports and Youth Affairs Wangki Lowang along with Sports and Youth Affairs Director DK Dinglow gave away the trophies to the overall champion, runners up and the team stood on third place.
Cash incentives as per PYKKA guideline were also given to all the medal winners, overall champion, runners up and third place winner.
In his brief speech, Lowang asked the athletes to practice sports regularly to keep themselves physically fit to achieve success in their chosen field.
Sports and Youth Affairs director DK Dinglow informed that PYKKA is meant for athletes below the age 16 years. But many of the participants in the sports meet were above 16 years. He advised the district authority to look into the matter.
PYKKA is a rural sports initiative introduced by the Union Ministry of Youth Affairs and Sports to promote youth and social development through sports.
Parl Secy asks youth to eschew violence
KHONSA, Jan 14: The Parliamentary Secretary for DoTC, SWW&CD, Yumsen Matey asked the youth to eschew violence and follow the ideals of Swami Vivekananda. He was addressing the National Youth Day celebration at Longding organized under the aegis of VKV, Niausa on January 12.
Matey exhorted the youth to channelize their youthful energy towards constructive purposes and concentrate in their studies. Speaking about Swami Vivekananda, Matey said that Swamiji taught universal religion adding that the youth must not be misled by wrong preaching on religion. He said all the religions preach love, peace, compassion and universal brotherhood.
Speaking about the present education scenario of Tirap district, Matey said that the students would have to put in extra efforts to catch up with the students of comparatively other developed districts.

Ordeal of SSA teachers continue

ITANAGAR, Jan 14: Byadi Gyadi, a primary teacher working under Sarva Siksha Abhiyan (SSA) posted somewhere at remote Pipu circle in East Kameng district, keeps on extending his only son’s demands for new clothe and toys, hoping that by the end of the month, he would be in a position to fulfill his son’s demands. He is not alone, as many SSA teachers have been evading their children’s demands since last three months in Arunachal Pradesh.
Every end of each month, account section in education department across the state has many SSA teachers visiting them, enquiring about their salary.
SSA teachers are caught between obligation and compulsion. On one hand the children at school desperately waiting for them to come back and finish the courses while on the other hand families nearly starve for months in absence of salaries.
“It’s like routine for us; we have learned to work without salary. However this time it is beyond our imagination,” rued Yania Don an Assistant Teacher at ME School Don village under Daporijo in Upper Subansiri district.
The cry for parity in payment and equal treatment to SSA teachers was finally heard by the then Khandu led government as it enhanced the salaries to Rs 10800 from Rs 7200 for AT and for JT, it was enhanced from Rs 8500 to Rs 12753.
However, the government’s slight bid to enhance the payment for contractual teachers could not quell the growing demands of parity in payment.
Consequently, the demand for “an equal pay for an equal work” and enhancement of
consolidated pay in regular status grew louder among SSA teachers, especially after
the implementation of the 6th Pay Commission in Arunachal Pradesh. The demand by

In its order it said, “The government of Arunachal Pradesh is pleased to enhance the consolidated pay of contractual teachers working under SSA w.e.f 1st April 2011 with rates as primary teacher Rs 10800 to Rs 21175, Upper primary teacher Rs 12750 to Rs 26453. It further said the contractual teachers would be given the arrear for April 2011 to 30th September 2011.
The wild jubilation amongst the SSA teachers erupted as formal order letter arrived at respective deputy director of school education offices across the state.

Insiders say that bureaucratic hassle for approving the enhanced consolidated pay order is the reason for delay in disbursing salary.
But the fate of enhanced salary is shrouded in mystery and SSA teachers are befuddled whether Tuki led government would give green signal to the order.
All Arunachal SSA Teachers’ Association (AASSATA) disclosed to this correspondent that the government is reluctant to go ahead with its decision to enhance consolidated pay of contractual teachers.
“We are confused why government is delaying in releasing the enhanced salary,” said AASSATA president Tarak Tajuk Tarh. He further admitted that most of the teachers who are relying on monthly salary are forced to stay at home, leaving schools out of gear.
AASSATA vice president Techi Pahi Tara said, “Our patience is running out. We have waited enough for last three months without payment”.
It’s obvious that in course of government versus teacher battle, the casualties are schools and children as many schools run by SSA teachers in various parts of state are reportedly on indefinite holidays since delay in releasing salary has forced the SSA teachers to pack up.
“We have no choice but to stay back at home under such circumstances,” said Suraj Rai an assistant teacher in East Kameng.
The magnitude of mass exodus of teachers from schools would have pernicious effect on children’s future in days to come. The starving SSA teachers left with no choice have been forced to make up their mind, “no pay no work” as a New Year resolution.

Orthopaedic surgeon Dr Lenin Ligu at the Ramakrishna Mission Hospital performed the hemi shoulder replacement on the patient on January 7, the first such operation in the state.
Soda Sengde, the patient from Seppa in East Kameng district had been suffering from severe kind of fracture dislocation of the shoulder following a road accident.
"The ball of the shoulder joint after breaking from rest of bone had gone out of socket and lodged itself deep somewhere between the muscles. His only option was replacement of the shoulder," Dr Ligu informed. This difficult surgery requires not only bony reconstruction but also repairing of lots of ligaments and muscles. As per medical journals, only a few hundreds of such surgeries were done so far across the country.
AASSATA seeks AAPSU intervention
ITANAGAR, Jan 14: Irked with non release of enhanced salary and arrears, All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) today sought All Arunachal Pradesh Students’ Union’s (AAPSU) intervention to pressurize the government for early redressal of their grievances. It is said the contractual teachers under the SSA have been working without salary since last three months.
In a letter written to AAPSU president, AASSATA sought early release of enhanced salary along with arrear of eight months.
Despite our repeated pleas to release salary, the authority did not take any initiative to release the same, the association lamented.
It further urged the apex student body to ask the state government for regularization of services of SSA teachers of 2003 batch. It also sought modification of Right To Education (RTE) Act saying that the act is compromising on the quality education in certain points, which it claimed would encourage absenteeism by students in school. It argued that under RTE Act, no disciplinary action can be taken against any student in case of unwise activities found in school while adding that quality education would be compromised as it makes way for students to pass examinations without work hard.
Bandh confusion even as govt forms Land Committee
ITANAGAR, Jan 14: There is conflicting report regarding the proposed 12 hours capital bandh on January 16.
While a press release issued by Media Cell of the Chief Minister’s office stated that the proposed bandh call has been deferred after the government intervention, five organizations refuted the claim and said that of the six organizations, only two had withdrawn their call for bandh.
The organizations had called the bandh regarding the issue of illegal Land Allotment to non APST person. A official sources stated that the Chief Minister has resolved the issue by constituting a committee headed by Commissioner, Land Management as Chairman, Secretary (Law Department) with Deputy Commissioner, Capital Complex, Director (Land Management), Political Secretary to Chief Minister and MLA Capital Complex (Itanagar) and a representative of one of the agitating organizations as members.
The committee will finalize the legal intricacies of the vexed issue and submit the report to Chief Minister within a month.
The representatives of the organizations met the Chief Minister Nabam Tuki, Parliamentary Secretary (Tax & Excise) Lokam Tassar and Political Secretary to Chief Minister Bamang Tago, this evening and agreed to the decision, the release stated.

Don’t encroach tribal land: FSD
ITANAGAR, Jan 14: Forum for Siang Dialogue (FSD) appealed to all the private power developers engaged in Siang basin to abstain from further encroaching into the natural habitation of indigenous tribal. The Forum has resolved to fight tooth and nail against all the private power developers of Siang basin in order to save the natural resources from exploitation. It said that various activities being carried out by power developers in Siang basin without prior consultation with affected people would remain at stake until and unless a proper public hearing and a positive dialogue is held.

ITANAGAR, Jan 14: All Arunachal Public Bus Welfare Association (AAPBWA), in a letter to Chief Minister, appealed for earmarking proper spot for public bus stoppages at Itanagar, Naharlagun, Banderdewa and Holongi.
It also appealed to the state government to direct the authority concerned of Arunachal Pradesh State Transport Services and Jawaharlal Nehru National Urban Renewal Mission to initiate immediate step to prevent their drivers from parking and stopping their buses in public bus stand and Tempo stand to pick up passengers.
While suggesting for operating small size buses in state capital to suit the traffic movement, the association urged the authority concerned to stop sanctioning long buses.
Meanwhile, taking serious note on the slow progress of construction works of the Inter State Bus Terminal (ISBT) at Lekhi, the association appealed to the CM to direct the authority concerned and contractor to complete the construction works within the given time.
